In this published article by Dr. Brian Coon, the author sees "a trend toward making using [substances] the more sacred goal and the more hoped-for experience, over sobriety".

He also notices "a move toward defining recovery in a way that includes using as the normal and central feature of recovery." He discusses his concern that rather than having an expanded menu of options for recovery, recovery orientation seems to be in danger of becoming obsolete. It seems to him that , in some circles, managing using is becoming more popular than managing recovery.
